Curaçao GCB Extends Licensing Deadline for Online Casino and Sportsbook Operators

The CGCB delayed the licensing application deadline from 31 March to 30 April.

The decision follows sub-standard applications. It provides gambling operators extra time to fix applications. The CGCB clearly stated that no extension would follow.

Sub-Standard Applications Lead to Curacao GCB Extending License Application Window for Online Casino and Sportsbook Operators

Cut-off moved from 31 March to 30 April, following logistical issues ahead of the deadline for License Application Window for Online Casino and Sportsbook Operators. It is the CGCB's way to give sub-licensees time to correct sub-par submissions. The extension ensures a smoother transition for those who wish to operate in the Curaçao market.

Finance Minister Javier Silvania was clear from the start. He explained the measures ready to help sub-licensees transition to the new laws. Yet, many failed to meet the expected standards or complete applications. It led to delays that hurt both the GCB and applicants.

The CGCB said that the extension to 30 April is final, and no other extensions will follow.

Curacao Application Submission Guidelines

Even with the CGCB aiming to make the process as smooth as possible, many have not met the standards. After many low-quality applications in March, the CGCB issued the application submission guidelines.

  • Sub-par applications result in processing delays, as the GCB would request additional information, corrections, or amendments.

  • Applicants must complete three forms relating to the corporate applicant and upload all the outlined enclosures to the end of the documents.

  • The current application process is for licences under the existing legislation of Curaçao and the (NOOGH) National Ordinance on Offshore Games of Hazard.

  • Licenses will transfer once the News National Ordinance of Games of Chance (LOK) comes into effect.

Finance Minister Javier Silvania

Javier Silvania, Minister of Finance, committed to mending the overhaul of the

gambling law. Facing criticism from the Curaçao Bar Association, MPs, and the Advisory Council. Scrutinising the law also included checking that it complies with the 2020 agreement by the Dutch government.

In exchange for COVID-19 relief, Curaçao agreed on some changes in the government. These include cleaning up the offshore gambling industry. Silvania mentioned granting eight licenses, including that of White Star BV. He asked MPs to support the soon-to-be-changed LOK, which would increase state funds and fight money laundering.

Once the LOK goes into effect, Cedric Pietersz, currently the head of the CGCB, will take charge of the Curaçao Gaming Authority. He shared plans to hire more people, doubling the regulatory body. The plenary meeting between Curaçao and Malta on the tax treaty was on 29 February.

The income tax treaty between Curaçao and Malta was the first between countries signed in 2015. Officials of Suriname and Curaçao negotiations ended in April 2024 on an income tax treaty.
